Most plumbing quotes in Oakland fail at the same point: they cover different work. One plumber prices the leak, another prices the leak plus the corroded section behind it, a third includes the permit. Chet asks every plumber the same questions, so the quotes line up before you compare them.

Below: the price ranges published by national cost guides, the Oakland rules that change a quote, what tends to go wrong in Oakland houses, and the questions Chet puts to each plumber on your behalf.

Oakland rules that change a plumbing quote

01

Permits: the City of Oakland states that all mechanical, electrical and plumbing work requires permits. A water heater swap or a new gas line is not exempt.

02

Most plumbing permits in Oakland need no plans. They are issued at the Online Permit Center right after the application and the fee are submitted. A licensed California contractor with the right classification or the building owner can apply.

03

Sewer lateral: in the EBMUD service area, which includes Oakland, a sale, a remodel over $100,000, or a change of water meter size triggers a Private Sewer Lateral compliance certificate. The lateral is tested in a witnessed inspection.

04

Water heaters must be strapped. California Health and Safety Code 19211 requires all new, replacement and existing residential water heaters to be braced, anchored or strapped against earthquake motion, and the seller of a home must certify this in writing.

05

License: since January 1, 2025, any job above $1,000 for labor and materials needs a licensed contractor. A job that needs a permit needs a license at any price. CSLB also advises that a down payment should not exceed 10 percent of the contract price.

Gas water heaters: the Bay Area Air District rule 9-6 sets a zero-NOx standard for residential water heaters manufactured after January 1, 2027. Its Board of Directors will consider exemptions and a later compliance date on November 4, 2026. Ask the plumber what that means for the unit in the quote.

What tends to go wrong in Oakland houses

01

Galvanized iron supply pipes corrode from the inside. EBMUD notes that they cause low water pressure and discolored water, that mounds called tubercles can block the flow, and that most East Bay homes built after 1960 don't have them. A magnet sticks to iron pipe, not to copper or plastic.

02

Private sewer laterals are the owner's pipe from the house to the street. EBMUD issues the compliance certificate only after the lateral passes a witnessed test, so a camera inspection before the sale usually saves a second visit.

03

Older water heaters were often installed without the two straps the plumbing code calls for. Home sales surface this because the seller must certify the strapping.
