Water heater replacement cost in the Bay Area, 2026
A water heater fails on a Sunday and the first quote arrives before you have compared anything. This guide lists the published price ranges, the Bay Area rules that change the bill, and the questions a quote has to answer. Chet collects 8 to 10 written quotes for you and ranks them. Your first request is free.
Two quotes for the same water heater can differ by more than the price of the unit. The reasons are usually the permit, the seismic straps, an expansion tank, venting, haul-away, and whether the plumber priced a like-for-like swap or an upgrade. The rows below give you the published ranges for each piece, so you can see which piece is missing from a quote.
The Bay Area adds one more variable in 2026: the Air District rule that sets a zero-NOx standard for new residential water heaters. The date and the exemptions are being decided this fall, so every quote should say which unit it prices and why.

Bay Area rules that change the bill
A permit is required. San José states that installing or replacing a water heater needs a plumbing permit, and an electrical permit may apply depending on the unit. A like-for-like gas tank swap on a single-family home can be permitted online; changing the type or the location requires plans.

Health and Safety Code 19211 requires new, replacement and existing residential water heaters to be braced, anchored or strapped against earthquake motion, at least to the California Plumbing Code standard. Sellers certify this in writing at a sale.

The rule applies at replacement, not to a unit that still works. The Air District notes that the only commercially available appliances that currently meet the standard are electric.

On July 14, 2026 the Air District published draft amendments that would extend the compliance deadline by one year and add exemptions for low-income owners, homes without space or ventilation for a compliant unit, and electrical limits such as panels under 100 amps.

Until then the 2027 date stands. The rules cover Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara, southwestern Solano and southern Sonoma counties.

Switching from gas to a heat pump unit. The unit needs a 240-volt circuit and space with enough air around it. If the panel is small, the electrical work can cost as much as the heater.

Exact unit: brand, model number, capacity in gallons or flow rate, and fuel. Without the model number two quotes cannot be compared.
Like-for-like or a change of type or location, and whether plans are needed for the permit.
Permit and inspection: who pulls it, which city, and is the fee inside the price.
Seismic straps, expansion tank, drain pan and discharge pipe: included or extra.
Haul-away and disposal of the old unit.
For a heat pump unit: the electrical scope in writing, the rebate it assumes, and who files the rebate.
Warranty in years, separately for the tank and for labor.
Earliest install date and how many hours the water is off.
