Roof replacement in the Bay Area: what it costs
A new roof is priced by the square foot, the material, the layers that come off and the damage found underneath. This guide lists published price ranges, the rules that change a Bay Area roofing quote, and the questions each roofer should answer in writing. Chet asks roofers for written quotes and ranks the replies. Your first request is free.
Roofing quotes are hard to compare because two roofers often quote two different jobs. One quotes a tear-off down to the deck, the other a second layer on top. One includes new sheathing, flashing and the permit, the other lists them as extras. The national guides below show how wide the ranges are, and the one California row sits above both national ones.
Bay Area rules add their own lines to a quote. Whether a new steep roof must be a cool roof depends on the climate zone of your ZIP code. San José and Oakland handle the permit in two different ways. Each figure below carries its source and date, so you can check what a quote covers before you compare totals.

State and city rules that change a Bay Area roofing quote
Cool roof: replacing more than 50 percent of a steep roof (a pitch of 2:12 or more) in climate zones 4 and 8 to 15 calls for a roof with an aged solar reflectance of at least 0.20 and a thermal emittance of at least 0.75, or an SRI of at least 16. Exceptions include R-38 ceiling insulation, an attic radiant barrier, no attic ducts in zones 2, 4, 9, 10, 12 and 14, R-2 insulation above the deck, and roofs of 25 pounds per square foot or more.
