Heat pump water heaters in the Bay Area: cost and rebates in 2026

Last updated October 27, 2026 · San Francisco Bay Area

A heat pump water heater costs more to install than a gas tank, and the rebate that closes part of the gap depends on who supplies your electricity. This guide lists published price ranges, the rebates open in October 2026, the rules that shape the job, and what a quote has to spell out. Chet asks contractors for written quotes and ranks the replies. Your first request is free.

Most of the extra cost of a heat pump unit sits outside the tank. It needs a circuit, enough air around it, a drain for condensate, and often a bigger tank than the gas heater it replaces. One quote prices the circuit and the permit. Another leaves them out and looks cheaper.

The rows below come from national cost guides, a study for the Air District and the price list of one Bay Area energy agency. The rebates come from the agencies that pay them. State and federal programs ran out of funds or ended in 2025 and 2026, and three local bonuses end on October 31, 2026, so each line names its date.

What moves a heat pump water heater quote up

01

Space and air. ENERGY STAR advises a spot that stays between 40 and 90 degrees F all year with 1,000 cubic feet of air around the unit, and notes that the unit cools the space it stands in.

Source: ENERGY STAR, heat pump water heaters, no date shown, read October 27, 2026.
02

A bigger, taller tank. The Air District staff report says heat pump units are often upsized by 10 to 15 gallons over a gas heater because they recover slower, and are a bit taller, so a closet or a low basement may not fit them.

03

Fixes to the space. Palo Alto program data in the same report: vents such as louvered doors averaged $208, at most $1,701. Moving the heater or reworking the space averaged $1,287, at most $4,540.

04

Power. A standard unit runs on 240 volts and 30 amps, which can mean new wiring and a bigger panel. A 120-volt unit plugs into a standard wall socket and needs no new circuit.

05

Panels. The staff report estimates that at least 44 percent of single-family homes in the Bay Area have 200-amp panels and could switch without a bigger panel.

06

Running cost. The Air District analysis puts the yearly utility saving of a single-family switch from a gas tank at about $51.
