Heat pump heating and cooling in the Bay Area: what it costs
A heat pump replaces the furnace and the air conditioner with one system. The price depends on ducts, the electrical panel, the size and the rebates. This guide lists published price ranges, real project costs from Bay Area programs, the rules that apply, and what each quote has to state. Chet asks HVAC contractors for written quotes and ranks the replies. Your first request is free.
National cost guides and Bay Area programs give very different figures for a heat pump. The median Silicon Valley project in the table below cost more than twice either national average. The Bay Area figures are total costs of real installs, and the Air District study counts equipment, labor and any panel upgrade the job needed.
If a furnace or an air conditioner needs replacing, a heat pump is one of the options. The Air District sets a zero-NOx standard for furnaces from January 1, 2029. A heat pump is one way to meet it today. The tables below show where each figure comes from and its date, so you can see what a quote should include before you compare totals.

Rules and rebates that shape a heat pump quote
Air District Rule 9-4 sets a zero-NOx standard for residential and commercial furnaces from January 1, 2029. It applies in Alameda, Contra Costa, Marin, San Francisco, San Mateo and Santa Clara counties and in parts of Solano and Sonoma. The Air District says only electric appliances meet such standards today.

The installer seals the ducts and an ECC-Rater verifies leakage of 10 percent of system airflow or less, or 7 percent to the outside. If neither target is met, every accessible leak is sealed and checked with a visual inspection and a smoke test.

The system then also needs an airflow of at least 300 cfm per ton, or 250 for small duct high velocity systems.

For expedited permits, the contractor certifies that a load calculation sized the equipment. New homes are not covered.

Ducts or no ducts. In the Air District study, the median Bay Area single-family project cost $19,263 for a ducted heat pump and $16,073 for a ductless one.

This Old House says a swap that reuses ducts, electrical connections and refrigerant lines costs less than one that needs new ducts, electrical upgrades or changes to the structure. Tight attics and crawl spaces add labor.

The Manual J load calculation, in writing, and the size it led to.
Refrigerant type and the manufacture date of the outdoor unit.
Ducts: reused, sealed or replaced, the leakage test, the refrigerant charge check, and who hires the ECC-Rater.
Electrical work: the new circuit, the space left in the panel, and whether a panel upgrade or a load management device is in the price.
Permits: which ones, who applies, and whether the fees are included.
What happens to the gas furnace and its gas line, and who hauls the old equipment away.
Which rebate the price assumes, who files it, and the price if the rebate is not paid.
Warranty in years for the compressor, the other parts and the labor, plus the start date and how many days the house goes without heat.
