Upgrading an electrical panel to 200 amps in the Bay Area: what it costs in 2026

Last updated October 26, 2026 · San Francisco Bay Area

A heat pump water heater, a car charger or an air conditioner can push an old panel past its limit. This guide lists the published price ranges for a panel upgrade, the Bay Area rules that shape the job, and what a panel quote has to spell out. Chet asks electricians for written quotes and ranks the replies. Your first request is free.

A panel quote can describe three different jobs: a new box of the same size, a bigger box on the same service, or a bigger box with a new service line from the utility. The third job brings the utility into it and takes the longest. A quote that does not say which of the three it covers cannot be compared with one that does.

The rows below give published national ranges for each piece of the work. The rules after them come from Bay Area cities, the utility and the Air District, because they decide how long the job takes and what it has to include here. Panel size follows from a load calculation by a licensed electrician, not from the square footage of the house.

Bay Area rules that change a panel quote

01

Air District: draft amendments of July 14, 2026 would move the zero-NOx date for new home water heaters from January 2027 to January 2028. They would exempt homes with electrical limits, such as a panel below 100 amps, not enough panel capacity, or a need to run electrical lines more than 50 feet. The standard applies when a unit is replaced, not to a unit that still works.

02

San José: upgrading the main service panel of a home needs an electrical permit. When service equipment is replaced, a Type 1 or Type 2 surge-protection device is required, and listed combination arc-fault (AFCI) breakers are required where branch circuit wiring is modified, replaced or extended.

03

San José: the meter sits 48 to 75 inches above the ground, with 66 inches preferred, and the panel needs a clear space 30 inches wide and 36 inches deep. Service equipment above 225 amps needs a utility document on the maximum available short circuit current before the City approves the meter release.

04

San José: a Level 2 car charger needs an electrical permit. If the service panel is rated 125 amps or less, the permit package needs a load calculation that includes 125 percent of the charging load.

05

Oakland: every electrical service upgrade or like-for-like replacement needs a PG&E letter before the City will release the meter. The City issues a green tag on the panel after a passed inspection and releases the meter to PG&E by noon the next day. Work must be ready for inspection by 3 PM.

06

Oakland: the request for the PG&E letter can take up to 3 days. A permit has to be issued before the letter can be requested. The City also has no jurisdiction over PG&E requirements.

07

PG&E: a panel upgrade that includes a new service line follows a multi-step process. Application checks take up to 66 calendar days and the design averages 55 calendar days. The last step, when PG&E schedules its crew for the final installation, takes about 6 to 8 weeks.

08

Whoever digs the trench for a new service line must call 811 for an Underground Service Alert ticket first. PG&E inspects the trench and conduit before backfill, and again for the final inspection.

What drives the price of a panel upgrade up

01

Labor. This Old House calls labor often the largest factor. The price rises when the job rewires existing circuits, upgrades the service line, works in tight or hard-to-reach spaces, or has to meet local code requirements.

02

The old panel. Fixr says homes of the 1950s usually have 50 or 60 amps, and homes of the 1960s and 1970s often no more than 100 or 150 amps. Fixr puts the standard at 200 amps from the 1980s on. The further the jump, the higher the price.

03

New loads. This Old House lists air conditioners, extra ovens, a finished garage, a hot tub, a room addition and an electric vehicle charger as reasons to recalculate the load. It says a charger can push a house past a standard 200-amp panel.

04

Panels that are due for replacement. This Old House names Federal Pacific Electric and Zinsco among outdated panels. It also names buzzing or overheating at the panel, visible damage, and breakers that trip often.

05

Moving the panel from inside to outside. Fixr says the power company may ask for a spot away from the old panel, and the extra wiring raises the price.

06

Repairs after the work. Fixr says opening walls for wiring adds between $100 and $450, depending on the layout, and that switches and outlets added later can mean drywall work.

07

Permit and inspection. Fixr says panel work requires a permit that costs between $50 and $300 or more, and that an electrician may charge for the final inspection. Electricians may include the permit in the estimate, so it is worth checking.

What a panel quote has to spell out

01

Amperage of the old and the new panel, and the load calculation behind the choice.

02

Scope: panel only, or also the meter box, the service mast, the service line and the grounding.

03

Panel brand, combination AFCI breakers, and a surge protection device where the rules require one.

04

Who pulls the permit, the city, the fee, and who books the City inspection and the meter release.

05

For a new service line: who applies to PG&E, who digs the trench, and how long the quote assumes the utility takes.

06

How many hours or days the power is off, and what happens if the City inspection fails.

07

Wire repair at the panel and wall repair: priced per foot or per opening, and who patches and paints.

08

Planned additions such as a charger or a heat pump water heater, with the circuit size for each.
